Put some sort of liquid foundation, blend it in and then use eye pencil/ eye shadow? I’ve done that before and I have dark eyebrows

I need to know how to significantly lighten them without bleach. It’s for a cosplay. I’m cosplaying a blonde, so I’ll need blonde or light brown eyebrows. The only problem is that my eyebrows are completely black, so I have no idea if it will even work.
